Duties
- Plan, implement and manage assigned projects in accordance with NATO regulations and NCI Agency project management policies and procedures.
- Develop procurement strategies, benefit and risk analyses, and business cases to secure sponsor acceptance and project funding.
- Perform Quality Assurance activities to support the successful delivery of projects, capabilities and services.
- Gather and analyse client requirements, collect relevant data, and provide effective problem resolution.
- Deliver projects within agreed time, cost and quality tolerances.
- Identify, plan and allocate resources required to achieve project milestones and initiate corrective actions where necessary.
- Lead and supervise project teams and individual project team members, including within a matrix management environment.
- Maintain realistic and accurate project plans and provide regular, clear communication to stakeholders.
- Support portfolio, programme and other project-management activities as required.
- Provide relevant technical support in relation to project delivery.
- Support other teams with project management activities when required.
- Perform other duties related to the successful delivery of assigned projects.
Requirements
- Bachelor’s degree from a nationally recognised/certified university in a relevant discipline.
- Minimum 6 years of post-related professional experience.
- Recognised Project Management qualification, such as PRINCE2 Practitioner or PMP. Equivalent expertise and experience may compensate for the lack of formal certification.
- At least 3 years of recent, extensive Project Management experience within a large-scale IT organisation involving significant/high-value investments.
- Proven experience delivering large-scale digital transformation initiatives, preferably within the public sector or international organisations.
- Knowledge and practical experience with modern approaches and technologies, including:
- Agile methodologies
- Change management
- Business process modelling
- Cloud computing
- Data science
- Cybersecurity
- Proven ability to communicate effectively both verbally and in writing, including strong briefing, diplomacy and stakeholder-management skills.
- Proven experience successfully managing or leading project teams within NCIA or NATO.
- ITIL Foundation Level certification.
- Practical experience with Project Management tooling and automation, such as ServiceNow, ERP systems and collaboration tools.
- Knowledge of Portfolio and Programme Management practices and frameworks such as MoP and MSP is advantageous.
- Knowledge of NATO or national governmental acquisition policies and procurement procedures.
- Previous experience working in an international environment involving both military and civilian personnel.
- Knowledge of NATO responsibilities and organisational structure, including ACO and ACT.
- NATO Secret security clearance is mandatory.
