Key duties

• Coordinate IT change requests covering systems, software, patches, hardware, and products across NATO security domains and NCSC-managed networks.
• Triage new NCSC-related tickets promptly across multiple ticketing systems.
• Track and close NCSC-assigned tickets and tasks in external systems.
• Maintain rigorous documentation and ensure change tickets progress through workflows to timely closure.
• Participate actively in governance forums, including:
  • Impact Assessment Reviews
  • Technical Review Boards (TRB)
  • Change Advisory Boards (CAB)
  • Release Governance Boards (RGB)
  • Capacity Management Boards
• Facilitate change-management meetings, keep discussions focused, involve all stakeholders, and document actionable outcomes.
• Ensure NCSC representatives are prepared for weekly change-related boards.
• Organize and conduct the weekly Distributed Change Advisory Board (D-CAB).
• Coordinate and gather information across NCSC, NCIA, and external stakeholders.

Mandatory requirements

• At least three years of Change Manager experience, preferably in cybersecurity.
• Proficiency with BMC’s ITSM suite.
• ITIL v3 Transition certification or an equivalent ITIL v4 certification.
• Strong communication, analytical, organizational, and stakeholder-management skills.
• English proficiency at NATO STANAG 6001 Level 3 or higher.
• Ability to foster a transparent, respectful working environment.

Education and experience

Candidates must meet one of these paths:

• Bachelor’s degree from a nationally recognized university in a related discipline, plus at least two years of relevant post-degree experience; or
• At least six years of extensive, progressive, function-related expertise demonstrating abilities of particular interest to the NCI Agency.

Desirable technical experience

• Ability to assess cybersecurity-related change requests, understand their technical context, and perform rapid, accurate triage and risk assessments.
• Knowledge of cybersecurity services such as SIEM, NIPS/IDS, full-packet capture, malware analysis and forensics, penetration testing, system hardening, and vulnerability scanning.
• Familiarity with relevant commercial security tools and technologies.
• Hands-on background in:
  • Cisco or Juniper networking
  • Linux and Windows systems
  • VMware or Hyper-V virtualization
  • Backup and recovery solutions

Working and travel conditions

• Full-time physical presence in Mons is required.
• Occasional travel to NCIA locations in Belgium may be required.
• Each trip will last no more than two days and occur no more than once every two months.
• Eligible NATO-duty travel is reimbursed under NATO regulations.
• Travel requests must originate from the designated duty station.
• Travel between Belgian work sites is treated as commuting and is not reimbursable.
