Cyber Security Senior Project Manager

The NCI Agency (NCIA) is looking for a Cyber Security Senior Project Manager to manage NATO Security Investment Programme (NSIP) projects, with a focus on major cybersecurity procurements.

Core duties

• Define, plan, execute, and complete projects according to NCIA processes.
• Prepare project proposals and contribute to competitive source-selection activities.
• Develop Statements of Work and collect detailed technical and non-technical requirements.
• Identify and manage personnel and other resources needed to meet milestones.
• Coordinate project approaches with the Projects Portfolio Manager.
• Monitor scope, quality, schedules, budgets, risks, and resource consumption.
• Initiate corrective actions when performance deviates from agreed tolerances.
• Understand customer requirements, gather data, analyse issues, and resolve problems.
• Recommend actions that increase confidence in successful delivery and reduce project risk.
• Provide regular status reports and briefings to leadership, senior executives, and NATO committees.
• Lead project teams effectively and positively.
• Support continuous improvement of project-management practices within the NCI Agency.

Eisen

• Security clearance: NATO Secret
• Recent project-management experience in a large organization delivering defence-sector C4ISR capabilities.
• At least two years of direct experience with NATO or a national Ministry of Defence delivering military, CIS, or IT capabilities.
• Detailed understanding of the NATO Security Investment Programme.
• Significant recent experience developing Statements of Work for competitive industry bidding.
• Strong experience defining and gathering technical and non-technical project requirements.
• Effective written and oral communication, including strong briefing skills.
• English proficiency at NATO STANAG 6001 Level 3 or higher.
• Proficiency with MS Excel, PowerPoint, Project, and Power BI for project planning, status reporting, milestone tracking, and visualization.
• A bachelor's degree from a recognized university in a related scientific or engineering discipline, such as computer science, engineering, information systems, physics, or electronics, plus at least three years of relevant post-degree experience; or
• In exceptional cases, at least ten years of extensive, progressive, directly relevant experience may compensate for the absence of a university degree.

Wensen

• Project management: PRINCE2 Foundation, PMP, DAWIA Program Management Level II, Managing Successful Programmes, Risk Management Professional, Lean Six Sigma, or equivalent.
• Cybersecurity: Security+, CCSP, CISM, CISSP, or equivalent.
• IT and delivery methods: ITIL 4, AgilePM, AWS Cloud Practitioner, Certified ScrumMaster, or equivalent.
• Reporting tools: Certification in MS Project, Power BI, or comparable project-management/reporting software.
• Experience leading teams of three to five people.
• Experience managing cybersecurity or ICT projects.
• Experience in an international military and civilian environment.
• At least three years of experience with NSIP or NATO Military Budget funding.
• Extensive knowledge of NATO's Common Funded Capability Governance Model and/or Capability Package process.
• Extensive knowledge of NATO's organization and responsibilities, including Allied Command Operations and Allied Command Transformation.

• Work arrangement: Full-time on-site, with limited remote work subject to approval.
• Equipment: NCIA provides equipment for processing restricted information. For public and unclassified work performed remotely, you provide your own Microsoft-compatible setup, including video conferencing.
