Target Operating Model Consultant

Introduction 36 hours per week Start date: 15 November 2026 End date: 30 September 2027 Extension is possible ZZP is allowed Hybrid way of work Excellent professional writing and presentation skills in Dutch and English The relocation is not possible for this role Function ICS is developing its future Target Operating Model and organisational structure following an upcoming outsourcing. The organization consultant will support the Organisation workstream in defining the retained organisation, required capabilities and organisational design. Activities include analysing the current organisation and BPO impact, developing the TOM and design principles, defining retained capabilities and accountabilities, developing and assessing organisational design scenarios, and translating these into clear recommendations and decision papers.

With the following results (SMART) – Validated current-state baseline and capability mapping, including BPO impact and capability gaps. – Defined Target Operating Model, including design principles, governance, controls and acountabilities. – Developed and assessed organisational design scenarios, including trade-offs, indicative sizing and recommendations for the top organisational tiers. – Decision-ready proposals and papers supporting timely management decision-making. Requirements – 7+ years’ experience in strategy/business consulting, preferably in complex transformations, BPO or outsourcing. – Demonstrable experience with Target Operating Models, organisational design, capability mapping and executive decision papers. – Strong analytical and hypothesis-driven problem-solving skills, with the ability to turn ambiguity into concrete proposals and recommendations. – Strong stakeholder management and facilitation skills at senior management level and with HR/Legal. – Experience in financial services and organizational transitions related to outsourcing is preferred. – Excellent professional writing and presentation skills in Dutch and English. – Independent, pragmatic and delivery-oriented in consultation with Organization Streamlead – BSc’ degree or equivalent working and thinking level, preferably in Business Administration, Strategy, Organization, Economics or a related field.
